(TDT) - Valuing assets is a profession that tends to develop in a market economy. The valuation profession in Vietnam has had certain developments, gradually asserted its role in the modern and integrated market economy, but compared to the potential, there is still a considerable distance.

The number increased sharply

Along with the development of the financial market, auction activities, bidding ..., valuation activities have grown strongly in recent years. In 2010, there were 56 enterprises eligible for price appraisal activities, 247 practicing appraisers. By 2011, there were 69 enterprises eligible for price appraisal activities, up 23.2% over the year. 2010; The number of practicing appraisers increased dramatically to 339, an increase of 37.2% compared to 2010. Up to now, more than 210 companies have been granted business licenses for price appraisal and 1,452 people. be granted price appraiser card, in which the registration rate is nearly 80%.

The number of valuation contracts in most valuation companies keeps increasing over the years, and revenue from valuation activities also increases. The object of asset price appraisal focuses mainly on real estate and machinery and equipment (accounting for 80% to 90%), the remaining is enterprise valuation and appraisal of other types of assets.

The value of asset valuation continues to increase over the years. According to preliminary calculations, if in 2011 the assessed value reached VND 768,722 billion, by 2012 this value had increased to VND 1,251,283 billion, in 2013 the evaluation value reached VND 929,366 billion, in 2014 the value of evaluation estimated to be 1,356,420 billion VND ... The value of appraised assets derived from the state budget capital accounts for approximately 20%. The valuation activities of enterprises in the last 3 years have been mostly profitable.

It can be seen that the market of appraisal of prices has made positive changes, the demand for valuation has increased continuously for many different purposes, such as: buying, selling, mortgage, mortgage, investment. , insurance, tax calculation, shares, proceedings, etc., especially after the concept of fair value was introduced by the National Assembly in the Accounting Law 2015.

Still defective

Despite the strong development, the current valuation still reveals some inadequacies. At large-scale property price appraisal deals, the nature of complexity, the ability to participate of Vietnamese price appraisal enterprises are not much due to the limited experience and capacity. Some businesses run after the immediate benefits, overlooking the professional. The biggest difficulty for valuation companies is the lack of databases, the lack of information to evaluate the value of valuation assets, as well as the transparency of the market.

In order to overcome the weaknesses of units operating in the field of appraisal of prices, the legal corridor for this field needs to be completed, soon to issue regulations on quality control of valuation activities. In addition, it is necessary to quickly improve and promulgate the system of valuation standards, because this is an important corridor for this field. In addition, it is necessary to specify the list of assets when conducting the price appraisal through professional valuation organizations, as well as the responsibilities of price appraisal organizations and appraisers when conducting the appraisal. price.

In particular, it is necessary to build a database strong enough to ensure information for organizations and individuals operating or interested in the field of appraisal of prices, such as information on planning, legality. of assets subject to legal registration, on prices, on transaction conditions ... Only so, the new valuation activities take place healthily, the results of new valuation are reliable.
