On December 31, 2019, the Minister of Planning and Investment signed the Circular No. 13/2019 / TT-BKHDT Regulation 2020 as the base year to calculate statistical indicators at constant prices.

Accordingly, the Circular prescribes 2020 as the base year instead of the old circular which is taking 2010 as the base to calculate statistical indicators at constant prices; price index system to calculate statistical indicators based on comparative prices; system of statistical indicators based on comparative prices; method of calculating statistical indicators at constant prices and transferring values ​​of statistical indicators according to the base years 2010 and 2020.

Subjects of application are organizations and individuals that compile statistical norms at comparable prices, including: General Department of Statistics; statistical organizations under ministries, ministerial-level agencies, government-attached agencies and other central organizations; statistics workers; organizations and individuals using statistical indicators according to comparative prices.

The Circular introduces a system of price indexes to calculate statistical indicators at constant prices and a system of statistical indicators at constant prices and methods of calculating statistical indicators at constant prices.

Circular 13/2019 / TT-BKHDT takes effect from February 15, 2020 and replaces Circular No. 02/2012 / TT-BKHDT dated April 4, 2012 by the Minister of Planning and Investment. stipulating 2010 as the base year instead of the 1994 base year to calculate statistical indicators at constant prices.

The fixed price list in 2010 is no longer suitable with the actual situation; The price index system was inadequate during the calculation and publication of the price index and it was necessary to determine the detailed weights for the timely compilation of the price index by the year of exchange of the basket of goods in 2020. The conversion This is really necessary to ensure that the new comparative regulations are suitable for practice, ensure the feasibility and generate data at satisfactory comparative prices, reflecting the actual fluctuations of the whole country and the province / central cities.
